Updated Pre-Arrival Notification Requirements
The most significant change involves pre-arrival notification timelines. Operators must now submit comprehensive passenger manifests, security clearance documentation, and detailed flight itineraries a minimum of 72 hours before the scheduled arrival time — an increase from the previous 48-hour requirement. This extended window allows Vietnamese security agencies adequate time to process clearances and coordinate appropriate security arrangements.
For truly urgent diplomatic missions where the 72-hour requirement cannot be met, operators may request expedited processing through the emergency diplomatic channel. However, approval of such requests is not guaranteed and should not be relied upon for routine VVIP operations.
Enhanced Ground Security Screening
The new protocols also introduce enhanced ground security screening procedures at all international airports in Vietnam. These include mandatory secondary screening of all ground handling personnel assigned to VVIP flights, enhanced perimeter security around designated VVIP parking bays, and coordination with local law enforcement for secure motorcade arrangements from the aircraft to the airport exit.
Ground handling service providers must now maintain updated security clearance documentation for all personnel who may be assigned to VVIP operations, and these clearances must be submitted to airport authorities at least 24 hours before the scheduled operation.
